Padre Diego Blanco

Padre Diego Blanco di Serrano, also known as Papa Blanco, was a shrewd businessman and a strong leader who lived from 288 AFF to 375 AFF. He was the head of the Serrano clan and the most well-known director of the Serrano & Sons Financial Group. When he took over the business from his uncle, he built it up to more than just an insurance company, so that it now encompasses multiple banks in Concordia, the biggest being Golden Scales Bank. Another nickname for Papa Blanco was the White Fury, because this white-scaled dragonborn was not only the influential patriarch of a prosperous clan. He was also a cutthroat tyrant, the longest active and most widely feared and respected crime boss of the Hoard.

The Hoard is a conglomerate of people from several dragonkin families united in their common interests: securing and expanding their wealth, a collection of coins, goods, and other valuables accumulated over generations of hustle. The legitimate side of the Hoard consists mostly of financial institutions such as banks, stock brokers, pawn shops, investment firms, and insurance companies. In the shady underworld of Concordia, the Hoard has been known as a formidable guild offering loans and mercenary work, willing to work by any means necessary to achieve their goals. And Papa Blanco was at the very top.

Papa Blanco earned the respect of his mob by making his hands dirty, and earned the fear of society by getting away with it. He has been tried on multiple occasions for murder, extortion, burglary, terrorism, and later aiding, abetting, or inciting such crimes by others. However, with exquisite lawyers, disappearing witnesses, and corrupted evidence, it took judges until 364 AFF to fully convict him to multiple consecutive lifetimes in prison. However, he still managed to rule the Hoard from prison, and it was said that his time behind bars was spent in luxury. When his health started to deteriorate, he was spectacularly broken out of prison by his head enforcer, the red dragonborn Isabella 'Bell' Ramos, after serving only eleven years of his sentence. He lived out his days in hiding and (is said to have) passed away in 375.

The Hoard is still active and highly influential in the criminal circuits of Concordia, but none of its bosses or members have been quite as feared as Papa Blanco was.
