Parent Council

When the last Radiant Emperor passed away, the five Family Parents decided that they would share power, rather than competing with each other to take the throne by force. As such they formed the Parent Council, each of them taking it in turn to lead. It is a twelve year cycle, with each of them ruling for two years. For the extra two years they take that in turn, so once every twelve years they rule for four years, rather than two.
