The Free Peoples of the Moonwood
When the druids of the moonwood returned to the forest following the retreat from Dark Arrow Keep, they kept a close eye on their neighbors Silverymoon and Mithral Hall. The war had seldom reached into the depths of the wood, but orcs were still a threat on the outskirts. They remained vigilant, and watched as relations between the Dwarves and Silverymoon soured. They watched even more closely as the Mageocracy of Silverymoon grew ever more xenophobic.
In 1578, the paranoid king Dagna of Mithral Hall expelled the barbarians from settlestone (where they had settled nearly 200 years before to help reclaim the hall), sending them back to Icewind Dale. Instead, the people of settlestone joined the Uthgardt barbarians of the silver marches and took up a nomadic life once more. Some began hunting in the moonwood, and were allowed to form small villages given that they only hunt what they needed to survive.
When the wood elves of the moonwood were banned from entering Silverymoon proper, they responded by creating a safe haven for any goodly creature the haughty mages of Silverymoon deemed unworthy. Together with the barbarian villages, they formed a free society and called themselves the Free Peoples of the Moonwood.
There are rumours that political dissidents are being given shelter in the moonwood, but so far have remained hidden from the world.
