Blackjack Mel
Charlatan Rogue of the Queen's Men
Blackjack Mel is a frontman for the Queen's Men affairs out of Emberwood. He spends most of his time drinking and playing card games at the Skull & Sword Taphouse in Emberwood, surrounded by ruffians and henchmen he serves as a handler for those who do work or have business with the Queen's Men or need to negotiate safe passage into Buckledown Row. Blackjack Mel does always seem to always to friends nearby where nefarious dealings are found going south, but is always careful to never have anything that links back to him.
  • He attempted to hire the adventurers for several tasks and failed. Now deploys more aggressive coercion tactics to get them to help him with his goals.

Leon the Swine
Lord Councilor of Violence
Leon the Swine is the leader of one of the "Queen's Council", a top gang leader in the Queen's Men and in Buckledown Row. Leon leads the Pins & Clubs who are general ruffians. They often have iconic colorful mohawks or other wild-colored hairstyles. They wear a lot of spikes and chains and notoriously break the legs of people who cross them. Leon the Swine has gone completely mad and collects the hands of rival gangs and those who cross them. His explosive personality makes it hard to judge what will set him off and what actions he might take against perceived slights against him, the Pins & Clubs, or his beloved Queen of Hearts.
  • Amused by the adventurer's approach to diplomacy, and approves cutting the Pin's & Clubs in on work to be done in Buckledown Row.
  • Wants blood, or more accurately a hand for bewitching one of his favored soldiers which resulted in his death.
Christain Lament
Master of Entertainment 
Christain Lamet is the leader of one of the "Queen's Council", a top gang leader in the Queen's Men and in Buckledown Row. Christain leads the Wounded Hearts who use cunning, deceit, and charm to get what they want. They are masters of swindling, scheming, and double-crossing. Nowhere else will you find better liars. They often wear elegant noble’s garb and act stuck up, as if they deem themselves superior to the other gangs. He is a skilled bard, poet, and playwright who is in charge of the pit fighting arena and some of the luxury vices in the Row. He knows that people will respond better in a calm environment but is known to just as easily slit a through as he is to offer a pleasant smile.
  • He is pleased with the adventurers for bringing him such a fine magical treasure.
Baskerville
Buckledown Rows Top Dog
Baskerville is the leader of one of the "Queen's Council", a top gang leader in the Queen's Men and in Buckledown Row. Baskerville leads the Howlin' Dogs who are bandits who are all about intimidation. They have size - usually, only the strongest get into this gang. They often wear vests and very little else, letting their muscles speak for themselves. They often carry axes or greatswords. Many of them dual wield. They are rude, mean, and ferocious. If you see one looking at you, it’s best to look away. Baskerville is an aggressive speaker who loves to intimidate and show his strength in all business dealings, you work with him expect scraps and be happy about it - because you getting something his way. He and his dogs have obvious strength and unexpected cunning which allows them to excel in many jobs that take place throughout the Row.
  • Disapproves of the adventurers not cutting the Howlin' Dogs in on work to be done in Buckledown Row.
