A local member of the Raywalkers. Or at least, he was.
Pleasant but manipulative, receptionist vibes. The North Wind's main contact for the Raywalkers within Ivaran. They first met him in a secret room underneath Ivaran and eventually killed him in an attempt to frame the Ringed Roses and lessen the heat from the Raywalkers.
