Achaemenid Persia with Zoroastrianism at the helm takes over what's left of the Dark Empire and imposes the rule of benevolence for all except the Tieflings.

609 BCE was the year of the final defeat of the Assyrian Empire. It has crumbled under the weight of inner dissent, revolts, internal political conflicts, and the Empire's rulers' neglect. Over the course of 60 years, a number of new empires have risen and fell in place of Assyria. This time of troubles was concluded when a small Persian ruler called Syrus rebelled. His army steamrolled through the old lands of Assyria, and the new empire was established. With Zoroastrianism as a state religion, this so-called Radiant Empire has brought peace, security, racial and religious tolerance to the lands of Persia and Mesopotamia. In conventional history, this empire was known as Achaemenid Persia. Though racial tolerance was one of the pillars of the Radiant Empire's community, it didn't apply to the Tieflings. They were hunted, massacred, and impaled en masse. The surviving ones retreated to the desert lands of the Arabian Peninsula.
