Dragonborn
The draconic race known as the Dragonborn never had their own nation and seemingly have never had the inclination to create one either. The earliest records state that when the humans began to settle the lands that eventually came to be part of the Nineward Coalition, the dragonborn were integrated almost from the beginning. They became part of the fabric of the newly developing society the same way rivers become part of a city: the river was there first and the city simply grows up around it. Thus did the dragonborn forge a place for themselves in the various city-states just by virtue of being there first and never leaving.
Dragonborn have a tendency to be highly individualistic both in attitude and physical appearance, which may explain why they never developed their own political entities. Dragonborn often gravitate towards scholarship, and in institutions of higher learning they make up a high proportion of researchers and professors compared to their share of overall population numbers. The dragonborn race is also the means through which most dragons choose to interact with mortal society. When a dragon reaches adulthood, they choose a dragonborn that suits their temperament to be their emissary, which is seen as a great honor in dragonborn culture.
