Nineward Pact

The Nineward Pact is a treaty signed by several city-states on the nineward side of Fulcrum's supercontinent. It provides for streamlined and integrated trade between the signitories, a unified diplomatic corps, a grievance procedure, and mutual defense, while maintaining the cultural and political independence of each nation. The military created by the treaty is run by a council of representatives from each member state and headed by a General that these representatives choose from amongst themselves.
