An Ithosian Councillor is only allowed to hold office in one of the two branches, the local Council of Community, or the national Republic’s Council. Each council’s representatives serve two-year terms before re-elections, a councillor must declare their intentions before re-elections begin; whether they will retire, seek reelection in their current council, or seek election on the opposite council. The Council of Community
This branch of the Founder’s Council deals with all matters of local governance, with each city or town having their own council. This council is comprised of a varying number of councillors. The size of which depends on the population size of the city, town, village, or community. The councillors each represent a neighbourhood in their home city or town.
The councillors on the Council of Community are in charge of debating and enacting the best route for local policies and matters such as petty crime. This often includes decisions made on road repair/construction, matters of local tax collection, and any other matters a normal town or city may face. The council is also in charge of deciding the fate of those that break local laws, judging if they are guilty or innocent and doling out a fair punishment.
The smallest of these councils only consists of three people, that look over a small farming community of about two dozen families that stretch across a small valley in northern Ithosia. The largest Council of Community resides over the capital of Ithosia, Capita Emporio, which currently has 36 sitting councillors.
The local Council of Community holds court every day and can be either a part-time or full-time job depending on if the councillor sits on a small communities council, or if they serve one of the larger cities or towns. Each full-time councillor is paid a good wage, while part-time councillors of smaller communities are paid a smaller annual salary and are allowed to continue working on the side, as long as their duties to the council do not falter.
Each large city has an amphitheatre styled similarly to the Imperium Inpero Amphitheatre, while any small communities just meet wherever is convenient. Though one rule must always be upheld, wherever the council meets must be accessible to all of its constituents. As the citizens of Ithosia have a right to bear witness to the debate of governance.
The Republic’s Council
This branch deals with matters of national importance, and anything to deal with the movement or actions of the Ithosian military forces. This council is comprised of one or more representatives from each city and meets once a month, or upon request or emergency. Though councillors typically work long daily hours actively working to implement the policies decided upon during council sessions. And when they are not doing this work, they work on upkeeping relations and networks with their citizens, and with other nations on the behalf of the republic, preparing arguments for upcoming debates, and various other clerical duties.
The Republic’s Council has 116 councillors, with each representative speaking on behalf of their home city, town, or village. Each of these areas has a certain number of elected councillors depending on its population size, however, even the smallest villages are allowed to elect two representatives from their area to serve on the Republic’s Council.
The average number of representatives for a medium to large-sized town in Ithosia is between four and six. The largest number of representatives come from Capita Emporio, which holds a staggering 24 seats on this branch of the Founder's Council. The second largest being Porysis, which has 16 seats on the council.
The Republic’s Council is considered the highest honour of governing office, and the status of being a councillor on the national level is more sought after than that of a local council. Being elected on a national level is a much harder achievement to attain when compared to the local level. And many councillors fail to get elected, or can’t handle the stress of debating on the Republic's Council and either return to politics on the local level or retire from politics altogether.
