Community of Mouria

The Community of Mouria is a nation whose core ideological tenant of governance is "One People Under One Authority", seeking strict control over its people and its culture.
The Mourians are governed under a governmental and economic system known as the "Commune Participatory" upon which only those who are capable of and have shown to have contributed to the community and society at large may participate and benefit from its institutions. This system is managed by what is know as the "Mourian Contribution Board", a National governmental agency that sets the standards for levels of contribution required by an individual required to receive a certain benefit. All individuals age 16 and up are given points that fall under several categories of contribution types. The amount of points in the various categories are linked to certain privileges and benefits that the person has earned; such as right to own a home, right to marry, tax breaks, job promotions and many more. Points may be subtracted from categories if one has failed to make consistent contributions in a certain category or have broken laws that are pinned to those categories. In some cases a persons point record may have permanent marks that provide a perk or consequences for actions of great magnitude.

Structure

The Commune of Mouria is a single party regime that exerts top down uniformity within all its branches and departments. In this way that decisions of party head are enacted uniformly throughout the government. The party head known as the "Crown" is appointed by the ruling party and its council referred to as the "Table", usually from the senior members of said Table. In this way the Crown appointed is assured to be an individual who shares the party's ideals and methodology.

Culture

Mouria is and extremely collectivist society, disproportionately valuing the common identity of the people over that of the individual. To the people this sense of duty to one's community is the foundation of stability and prosperity of the country. Reputation in the community, mainly the reputation of benefitting the community is the greatest measure of a persons worth. Factors such as personal wealth, achievements, and goals are not highly appreciated if those things do not provide any worth to the larger society. In fact the society functions on a level of communal envy, where the society actively destroys and discourages individuals for achieving too much and standing apart.

Military

The Community of Mouria has a rather unique military system that differs greatly from its neighbors. In the Community of Mouria all citizens are members of the consider active members of the military to include women. Military service for men of age is mandatory and at any time must give active duty service. Even women can be called into duty as cooks, nurses and even rarely combat. This is quite controversial with the international community of Humanity. The second unique system is the Community of Mouria has two distinct military systems, The "People's Guard" and the "Beast Guard".
People's Guard
The People's Guard is the traditional military fulfilling roles of national defense and warfare, primarily against other human armies. The purpose is to have a military the is solely dedicated to keeping on par with the rapidly developing advancement of warfare and technology amongst humans. These servicemembers are trained mainly in contemporary warfare implementing tactics and weaponry.
Beast Guard
The Beast Guard is a military dedicated solely to warfare against monsters and their armies. These individuals are trained especially to deal with the complexity and unpredictability of the nature of combat against monsters. They do not participate in human to human combat at any level and meant to act as a deterrent against monster invasions. The Beast Guard is the only system under which women are not allowed to serve despite all citizens been deemed as service members.

Agriculture & Industry

Mouria society functions under a "command style economy"; an economic style in which the government sets the quotas for which goods are produced and the quantity of those products. The government historically prioritzed the production of essential goods such as food, clothing, and shelter. The moist fields of Mouria are well suited to for food production and grains such as rice, wheat and other staple crops.
