Coupling

"Coupling" is a societal practice common in the United States of Hybrillia. Performed solely on foreigners that are human or monster, it is the act of pressing or in some situations outright forcing the association of a human and a monster in order to obtain basic services such as dining, lodging, and entertainment. In its most benign display it is the expectation; from a hybrid, that a human and monster ought to be paired together in order to tour and travel Hybrillia without any undue hardship. To the Hybrid citizens this practice I seen as a harmless way for visitors be become acclimated to the cosmopolitan values of the nation, but to humans and monsters it is seen as a form of persecution and discrimination with the intent of bullying them into companionship with each other. Instances of "coupling" always involve a paring of opposites sexes.

History

The act of "Coupling" goes far back into ancient history with the very first hybrids. Hybrids are the result of the  reproductive union between a human and a monster and during the initial centuries of their genesis relied almost exclusively on the two species mating. As the Hybrid species severely lacked the numbers necessary to propagate their kind, they would often mediate between the two species as much as possible in order to keep their numbers steady and rising. the earliest forms of this practice was peacekeeping, toleration and matchmaking. Hybrids would try to desensitize the hostility between the species in hopes that they would begin to accept each other. To this modern day this basic form of "Coupling" can be seen whenever the three species are in proximity of each other and is not hostile in its portrayal. It was only when Hybrillia came into being and set it national priority into producing as many hybrids as possible, that the benign practice of coupling turned into a more sinister and contentious form of discrimination.

Execution

In Hybrillia Humans and Monsters are considered second class citizens and are faced with a system that allows for the legal persecution and discrimination of their kind. It is illegal for a human citizen to marry another human and a monster to marry a monster and said citizens and are forcefully paired together under the Cohabitation Promotion Program. This however only applied to those Humans and Monsters that are actual citizens of the nation and not foreigners such as tourist, business personnel, and diplomats. Forcing all foreign individuals to cohabitate with members of the other species by force would result in extreme international backlash which would add to the nation's already poor standing. As such the Hybrillian government had to find inventive and often underhanded ways to bring the two species together. And so a culture of expectation that humans and monsters should be together would cause its citizens to more overtly pressure them into association and as the practice became normalized, it would become a form of discrimination against those who wouldn't bend to their ideals. 
As stated the tradition of "Coupling" is not legal practice and most Hybrids will not admit to any acts of coupling despite how overt it may be.

Observance

"Coupling" can be observed most commonly in public spaces. Mandatory sharing of lodging, parings for tourist events, and shared dining are a examples that many tourist report as an issue.
