Puk

Leader of The Specklers, Puk is an excommunicated monk of the church who controls the lower entrance to the People's Tower in the Dunwich District. He and his gang of Farmers, Wherries, and Deckhands charge a convenience fee for people who enter the tower, and are not above using force to get their way. Puk is a cunning and manipulative leader, and has been known to use his knowledge of church secrets to blackmail his enemies.
