Arch Arbitrator
The villages and villagers of the farming plains prefer to have as little contact with great cities as possible. Therefore, they have come up with their own system to settle disputes outside of the law of the city-states. This is especially practical in the boarder regions, where it cannot necessarily be determined which city-state laws would apply.
If a person has showed skill at conflict management and settling disputes such that everyone deems the outcome fair and just. If a person is often sought after for their opinion one what to do and how to best keep in line with traditions. If others shut their mouths and nod along when that person speaks - that person might be deemed an arch arbitrator. The title itself is largely honorific and comes with no privileges in the village, aside from spades of respect.
However, when big conflicts arise no-one in a village can be deemed impartial. That is when there is sent for an Arch Arbitrator from another village in which none of the involved have family. If this is not possible, there is instead sent for three Arch Arbitrators in which all have family. If the conflict is deemed sever enough it might be sent for three Arch Arbitrators regardless. These Arch Arbitrators will then hear each side of the story confer among themselves and then each pass down what they believe with their reasoning for their verdict.
No law dictates that their verdict holds any power, and if asked they will always just say they offer advice. However, it is both expected of the Arch Arbitrators to come to a common conclusion and each state the same suggestion, although they can emphasize different reasoning. And it is expected that the advice is followed. If the advice is not followed it might have severe consequences for the village standing among the other villages.
