The Great Zelakian Conservatory

The city of Zelak was build on top of the fourth largest Kinko cluster. It was originally a farming area just like the three larger cities, but over the centuries it evolved into an educational center focused on botanical research and civil engineering. Since hard sciences and philosophy already had an establishment in Karai, Zelak took advantage of it's mild climate and moderate winds and became a plant nursery.   The site of Zelak is unique - it is the only city with permanent and wide-spread power, full of people during the day as well as night. The whole surface of the city is covered in plants. Even residential areas are indistinguishable from the rest of the scenery because every single inch is covered with greenery and wines. Glass houses with new cultivars and hybrids spread like rays from the center building - the Great Zelakian Conservatory. This enormous dome is a home to all the scholars, engineers, students and mechanics in training. The council chamber is figuratively and literally the crown of this magnificent structure as it is build on top of it, connected to the ground level with a spiral staircase. For centuries the old and wary pleaded for an elevator, but the concealers stubbornly refused in the name of tradition.   The council chamber is where all annual decisions regarding agriculture, social issues and technological improvements are made. The council decides what is to be sowed in the upcoming season, which Kinkos receive irrigation, what recent research needs to be implemented and provides the seeds, saplings and other plant material to the farmers. Every plant on the Dark side comes from Zelak. The endemic flora is long gone from the Kinkos and is now preserved for research inside the Conservatory.   One peculiar thing about the council chamber is it's privacy. There are no terminals connected to the common network. While the rest of the Dark Side is thoroughly covered with it for communication purposes, this lonely room hes been deaf and blind for more than two centuries. A commoner wouldn't know this, of course, nor would the residents of the Conservatory. But then, none of them ever entered the council chamber.   Occasional incidents when a newly appointed clerk tries to make a data transfer directly to the common room and receives a failure message are usually blamed on the old staircase and loose connectors. Such an inexperienced clerk would quickly be advised to send data to the University Office instead, just for the sake of convenience.
