Council of Electors
Council of Electors is an imperial way of granting certain 'powers' to the leaders of most important vassal states in Imperium, empowering them and making them more 'connected' - if even only mentally - to the Imperium as a whole. While also fixing one of the most important difficulties to all monarchies - especially absolute and despotic ones.
Namely - the matter of bad monarchs. Ones either insane or simply unfit for the crown in any other way. While Imperium is still a hereditary monarchy (if only to avoid the eclipse of the power of the monarch and eternall struggle to introduce hereditary system), electors have certain power in terms of influencing who exactly will become next Imperator.
Namely - the right to veto. Each time an Imperator dies, the crown is inherited by his eldest son... unless Council of Electors vetoes him by more than 50% of votes. Then, another in the line to the throne is voted - and so on, until one does not receive a veto from the Council. While it may seem to be a bad idea, the electors aren't united in any particular cause (even in expanding their own power to the detriment of Imperium, since many of them are traditionally interested in Sacrum Imperium being strong or at least competent.
If there is no eligible heir, Council of Electors chooses new Imperator as it pleases. It also elects the regent when the imperator is underaged or incapable.
Structure
To avoid unneccesary delays, members of Council of Electors (namely - various kings and emperors subservient to the Grand Emperor) are represented by their local representatives in Falon-nir, voting in their name. If 'real' members are close to the city or in it they can vote personally if they wish so.
Council of Electors is composed of two chambers - Chamber of Vassals and Chamber of the Gods, that however vote together and are generally differentiated only in names. The first one is composed of all important vassal states of Imperium, while the other represents the vassal religions.
Chamber of Vassals can be divided into two parts: permanent ones - that are in the Council for most of the time - and temporary ones - that are either for the first time or are a part of the Imperium only from time to time, or tend to be created occasionally only to regularly undergo a period of weakness and collapse.

Public Agenda
Its public agenda is, mostly, not letting the Imperium collapse due to some insane emperor reign. Which is actually very hard since many of the more inteligent madmen seem to be capable of slipping through their grasp. Also it is supposed to give the vassals a feeling that the Imperium is, in fact, theirs - not simply an overlord of all that lives in its territory but also something that works two way. Where its successes are much bigger.
