Richard's Run

Richard's Run is an bi-annual event in which the Free Cities of Marlock, in a gesture of shared interest and common unity, track down a fugitive and bring them to justice.   Richard's Run has never failed to capture its mark.

History

The first Richard's Run  is something of legend, especially in Abran's Stove and Starbreak. Since then, there have been 95 occurrences of the event. In times of strife or conflict between the Cities, some Freeholders have viewed Richard's Run as a way to reassert shared values and encourage friendly competition and cooperation.

Execution

Each participating City (famously, Black Milhail does not participate) assembles a Run Band, usually around five to ten enthusiastic individuals, and convenes on the designated City for that particular Run.    Several possible targets are offered for the Run. A vote is then held to determine which fugitive will be tracked and delivered unto justice.    With all that decided, the Runners then determine the best course of action, which usually involves two to three bands working together to discover clues and information as to the whereabouts of this particular fugitive.   The Run proceeds until the target is either captured or gives themselves up.

Participants

The Run Bands need, of course, a fugitive to pursue. Tradition mandates that this fugitive be an individual that has somehow broken an important value to the Cities--that of free enterprise. Often, this will be someone who has fled without paying debts, or for goods or services. Other times, it might be an immoral merchant cheating Cityfolk out of their earned coin. A con artist or charlatan has been known to be the target of a Run as well.    The punishment for these fugitives, when caught, is usually a substantial fine and exile from the Cities. There are some who advocate for more extreme measures, but those instances are rare.
