Oggaruk City Laws

The Codified Laws and Punishments in the City of Oggaruk. All laws and punishments have been handed down by The Vigilance, and any additional rules or regulations are handled by the Guilds, unless a specific City Law must be decreed.

Purpose

To codify a set of rules and regulations to govern lawbreakers within the city and reach of Oggaruk.

Caveats

A person accused of a crime set forth here may either accept the punishment laid forth, or petition a ruling by a magistrate of the city. The magistrate shall hear witnesses and listen to all testimony, including that of the accused, and consider any circumstances that lessen our increases the severity or depravity of the crime. The magistrate may then declare their judgements, and increase or decrease the punishment, within reason, for the accused, or pardon or set release.

Publication Status

The City Laws are publicly displayed at the entrance to the city, carved in bronze plates. Additional copies can be requested from the Guardsmen Guild.

Legal status

These laws apply to all residents, visitors or property within the city of Oggaruk, lands controlled by the city, and surrounding areas in direct control of the city.

Historical Details

Background

Oggaruk had previously been ruled by noble whim, with no set of legal systems in place. The publishing of the City Laws regulated behaviors and their punishments for the first time in the city's history.

Overall the public was pleased with a set of established and codified rules, though the punishments were considered a bit lax.

Oggaruk City Laws

1. Killing a person or persons, not under charter by a city approved Guild, and not in self defense, or in defense of persons or property, is illegal. The punishment is death by public hanging. 
2. Theft, being under 5 gold in value, shall be considered a misdemeanor and carry a punishment of restitution of double the amount stolen, or public flogging if unable to repay the debt. 
3. Theft, being over 5 gold but under 100 gold, shall be considered a gross misdemeanor and carry a punishment of restitution in the amount plus 50%, a public flogging, and 1 week in prison. If the fine cannot be repayed, a public flogging shall be followed by hard labor in the mines for 6 month or until the debt is paid.
4. Theft, being over 100 gold, shall be considered a felony, and shall carry a punishment of restitution plus 25%, a public flogging, one hand or limb to crippled or removed, and a period of 1 year of hard labor in the mines. A second felony theft shall immediately call for a public hanging or execution by fire. 
5. Cheating on weights is illegal and shall be punished by an expulsion from any guild in the city, a forfeiture of all goods at time of cheating, and shall be given a skin of water and let loose into the desert. 
6. Urination not in a toilet or public toilet shall carry a fine of 5 coppers and caning, of no more than 5 lashes.
7. Public assault, not operating under charter, shall result in a night in the prison with no water. 
8. Defaulting on a contract without attempting recourse or succor shall carry a penalty of public flogging of 10 lashes and indenture into servitude for a period of time equal to the remaining time of the contract, but no more than 100 years. 
9. Runaways shall be publicly caned, up to 10 lashes, and returned to their owner or parent or guardian. 
10. Hiding a runaway is a gross misdemeanor and carries a penalty of the wages lost for the runaway at which point they were hidden by such persons, a public flogging of 10 lashes, and 2 days in the stocks without water. 
11. Rioting shall be considered a nuisance and all participants shall be beaten by the guards until dispersed. Conspiracy to commit a riot shall be punished by removal of the tongue and ears. 
12. Disturbing the peace, either by loudness of voice, instrument, wearisome religious preaching, or bad smell, shall result in a 2 copper fine, removal from the premise, and/ or a day in the stocks without water. 
13. Slander, which is that which is untrue, known to be untrue and causes a reputation to suffer, shall result in the perpetrators having their tongue cut out, or their thumbs cut off. 
14. Arson, shall be considered a felony and carry a punishment of execution by burning at the stake. 
15. Tampering or fouling water, shall be considered treason, and shall be punished by hanging, drawing, and quartering the perpetrators, their heads spitted on spikes and displayed over the gates. Their bodies shall then be fed to dogs. 
16. Assault of a public official or guild master shall be punished by public flogging, stripped naked and set to hang by the wrists from the stocks all day without water. 
17. Destruction of crops shall be punished by hanging. 
18. Poaching game, killing of animals with permission from the landowners or without Guild charter, shall be punished by wearing the skin of the animal and be stoned by the populace until death. 
19. Desecration of temple or religious site shall be considered blasphemy and the perpetrators shall be caned publicly no more than 50 times, and sold into slavery, the money of the sale going to the victim of the blasphemy. 
20. Spitting in public on streets shall carry a fine of 5 silver or 5 lashes with a cane. 
21. Juggling in public shall be considered a gross misdemeanor and carry a punishment of 10 lashes with a cane and removal from the city. 
22. Holding a fake guild charter shall carry the punishment of branding on the cheek or face with a "P" for piracy. 
23. Piracy or banditry shall carry a punishment of branding of the cheek for the first offense, hanging for the second. 
24. Selling light bread or ale shall carry a penalty of 2 days in the stocks without water. 
25. Brandishing a weapon while not under charter to do so, is illegal and shall carry a penalty of a fine of 1 week of hard labor in the mines. 
26. Playing ball outside of sport areas shall be considered a nuisance and carry a fine of 1 copper or 2 lashes of a cane. 
27. Indecent exposure or wearing of provocative clothing without a guild charter, or being under punishment, shall carry a penalty of public shaming for the first offense and castration for the second offense, and hanging for the third. 
28. Throwing rocks at persons not under punishment shall result in a lash from a cane for every rock thrown. 
29. Keeping an unlicensed pet indoors is illegal and shall result in the animal being butchered, unless under guild charter. 
30. The singing of Happy Birthday is a felony and shall be punished by removal of the tongue. 
31. Pretending to be a religious figure or priest shall be considered blasphemy and carry a punishment of removal of tongue and eyes. 
32. The harvesting or butchering of sentient creatures, knowingly, is illegal and punished by a fine of 100 gold. 
33. Bribing a guild member is considered a felony, and carries a punishment of public flogging, a fine of 100 silver pieces, and expulsion from the city.
