Smuggling is one of the larger industries in Saltmarsh , trailing behind fishing and mining. The small fishing town has largely avoided the gaze of King Scotti Gellan Primewater runs the primary smuggling ring. Hes for the ring and uses it to fund his lavish parties. he has several lackys that do the everyday dirty work. The primary lacky is Sanbalet. He runs the daily operations and coordinates the smuggling between other port towns

Gellan Primewater

Gellan Primewater runs the primary smuggling ring in Saltmarsh, and uses his substantial cut to fund his lavish parties. He easily dismisses any direct suspicion from fellow city members through his far-reaching business, Primewater Trading Company. Company records are kept in the second floor office in the Primewater Mansion. Official [altered] records are available upon request. Complete records are managed by Zebashew Zebnick; Primewater checks in monthly, but avoids daily administrative duties.
He carefully ties his lavish parties with smuggling operations. Influential villagers are almost-always in attendance, providing Gellan with a viable alibi. Eliander Fireborn harbors some suspicions but lacks any evidence, and is hesitant to accuse a fellow council member.

Qualifications

Smuggles are personally invited into the cartel. Impoverished dock workers are hired as laborers, provided they follow orders and don't ask questions. Fences are hired for their discretion and charisma. Young adults disenfranchised with current events are often hired as scouts. Occasionally, goblin refugees from defeated tribes are exploited and used as additional labor.

Career Progression

There are three informal ranks within the cartel. Progression between these ranks is dependent on completing various smuggling jobs.
Common Rank 1 Tasks

• Steal cargo from another company
• Find a buyer for cargo
• Help unload cargo into town

Common Rank 2 Tasks

• Provide muscle for sales
• Convince a local guard to drop an investigation
• Replicate Royal seals of taxation to avoid import taxes
• Extort a local business

Common Rank 3 Tasks

• Finalize a high profile sale
• Find/forge incriminating evidence
• Establish and expand network connections, including allies of targets for sales

Payment & Reimbursement

The operations manager, Sanbalet, is the only member of cavern cartel that receives a regular, though meager, salary. Pay is typically job based. Every member receives a cut of the job they worked. Cut percentages are dependent upon rank and reputation within the organization.

Saltmarsh loyalists and town guard actively oppose smuggling. As captain of the town guard, Eliander Fireborn routinely rounds up smugglers. Depending on their level of involvement, caught smugglers are sentenced to a fine, to working in the Saltmarsh Mines, or to execution.
