Equipment level and charging

As the planet has lost the power to create anything of PL 7 or higher, any equipment that is level 10 or higher is considered lost tech. The created recharge stations and generator for today age won't change anything level 10 or higher or PL 7 or higher items. You need to find the lost tech generators, they are scattered around the world, some work, some don't, some are guarded and used and some are not.
