Tarpeia's meteor shower

Disobeying the Book of Sybil lead to Tarpeia's meteor shower, a phenomenon that occurs once every 37 years - approximately the length of time that any given Vestal Virgin would be working under her title. Since Tarpeia was the first Vestal Virgin after Silvia and was a captive slave at that, the meteor shower tends to act on the part of those who are lesser off - women, disabled, poor people in general, etc. The "disaster" can be small or large - a slave revolt or a mechanical malfunction that gives all the workers the day off, for instance. In general, the disaster should benefit the little guy, the working class.

Manifestation

A hail of eerily reddish star-like streaks going across the sky, visible at the darkest hours of the night. So, usually spotted by paranoid emperors with insomnia or the nightwatchman or a shepherd on the night shift with his flock.

Localization

In general, it is usually seen at the same latitude region as Rema. In our real world that's around the 41st latitude line above the equator, and here it's about the same, so that crosses a lot of ground such as the center of Hyperborea (North America) and Huanjin (China). So emperors have lost the Mandate of Heaven on at least one occasion due to a sighting of Tarpeia's meteor shower.
