Penka IX Vekhen is a Hobgoblin, and former Emperor of the Vekhen Empire. She was the 32nd Emperor, and the founder of the 13th Dynasty. She was preceded by Emperor Iliya VI Vekhen, and followed by Emperor Orlin I Vekhen.

Personal history
Penka IX is remembered as "the Ambitious" for her attempt to reintegrate the Duchy of Gol-Kasha into the Vekhen Empire in 98 BE, which resulted in a calamitous failure for her administration, and from which her rule never truly recovered. This legacy is remembered in the name of the inn — Penka's Folly — from which the Scofflaws' Guild operates in Gol-Kasha.
