Concord of the Elements

The Divine Gods while creating Godai, they took power from the elemental planes to allow them to build the Physical, this angried the Elemental Titans and caused grief betwen the Divine and the Elements. The Titans to start with tried to punish the Divine individually without the support of the other Titans, the Gods easily defend against these individual incursions without problems.
The first announcement that the Elemental Powers would punish the divine in the Dawn times.

We the Titans of the Four Elements, call the Divine of Godai thieves and miscreants, who will pay for the thief of Elemental Forces from our Planes. By the fact we are the powers aggrieved by the theft, That War be and is hereby declared to exist between the Elemental Powers and the Divine House of Godai, until such time that the theft and any further costs of the war are repaid in full. The Titans hereby authorized to use of full force of the elements planes against all people of Godai, that support the Thieving Gods, all settlements, mines and lands of Godai are subject to invasion and reprisals by the forces of the planes

These words are what started the War of the Dawn between the Elemental Planes and the Physical. This was heard across the lands of Godai, to all the people of the Divine Gods of Godai, within days the Planes invaded the lands of Godai, via Gates across the Continents, the armies of Tengu, Umijins, along with the thousands of Elemental Beings, Giants and Dragonborn. The Divine Gods up to this point had pushed back the individual incursions by individual titans forces, but the 4 combined stretched them and that set the stage for the Dawn War.
