Empress Regnant Owu Tetsuhiro (a.k.a. The Lady Equis)
The daughter of the former emperor Akana Tetsuhiro of The Houlon Empire, Owu Tetsuhiro now rules the empire as the Empress Regnant in the wake of his death.
Legend says that the dynastic Tetsuhiro rulers all carry dragon's blood in their veins. The are favorites of the World Dragon, the "apex of the six" (the Houlon answer to The Zenithal).
Far from just a puppet ruler in the hands of the Blind Council, Owu is herself a successful warlord who has claimed victory on the field of battle on many occasions. Thusly, she is both loved and feared by her subjects, and her word is as of that of the very gods themselves.
Today, Empress Tetsuhiro rules her nation of expansion from the royal palace at High Court.

Personal history
Owu's mother died in childbirth, yet her father refused to allow her to be raised by handmaidens. Akana personally saw to his daughter's upbringing, never wanting to take another concubine or bride, and thus knowing Owu would someday ascend the throne. She was by his side at all occasions and state functions. There was never a meeting of the Blind Council she was kept from, even when matters turned to such dark necessities as the assassination of rivals.
The only times Owu would be taken from her father's side had to do directly with her schooling. She studied at the finest schools, yet was mixed in with the general student body. Akana wanted her to know her future subjects. To understand them. She attended university at the Royal Academy, where she took as her focus of study the art of warfare.
The only time Akana attempted to shield her from the world came when the empire went to war with the "beast men" of the Ogre Lands. Owu wished to take her rightful place at the head of the vanguard, as a leader, but Akana refused. So Owu went anyway, against his wishes.
When she eventually returned a war hero, there was little he could say. She had defied him, but wasn't he the one that lit the fire beneath her? His pride trumped his anger. Once again, his daughter proved to amaze him in her capabilities.
There were rumors, of course, when Akana died prematurely. The official word was that he died battling foreign enemies, but the truth was far more apparent. He was poisoned. The rumors had more to do with the culprit. The worst that could be said of Owu was that she had an opportunistic nature. This naturally led to the notion that she murdered her father to take the throne. Nothing could be farther from the truth. Owu idolized her father until his final days. She would bring her nation to the brink of war in an attempt to root out his assassin.
Eventually a scapegoat was found within the Houlon army; a general who had fallen out of favor with the emperor but maintained a degree of popularity with his subjects. After his execution, personally carried out by Owu, the rumors of her malfeasance quickly subsided.
Today, Owu is as popular as ever. She is strong, but fair. She is able to navigate the egos and personalities of the various warlords under her dominion. And she knows exactly how far to take the advice of the Blind Council. She takes a special joy in allowing her enemies to underestimate her, based upon her age and gender. But one quickly learns that to misjudge the empress is to invite death across the threshold. It's a mistake that's never made twice.
