The shipping lanes past Ares get a little...rough around the edges. The ports aren't as clean, or as friendly anymore. Other ships are far more likely to open gun ports as a warning than give any sort of hail. Warning shots happen if anyone gets too close. Everyone is rather jumpy, to say the least.
  You have men like Hallam to thank for that.
  Anti-authority, casually violent, and all-around cruel, Hallam was born and raised on Poseidon to a pair of parents who didn't love him enough to keep him. As is traditionally what happens to Pelagios children, he was given to an orphanage, who tried to raise him into a civil servant of some sort. It didn't take.
  Even from a young age, Hallam was regularly in trouble with his homeworlds cops (Though on poseidon, they're really more of a local militia funded by whoever is in charge of the town). It got to the point that he was kicked to the streets when the orphanage couldn't take it anymore. That's when his true aspirations surfaced.
  Within a few years, he had amassed a small street gang of other urchins, who controlled the flow of food to the poor. Any challengers, or even perceived threat, was dealt with harshly. As a strange consequence of his method of rule, the city itself saw an uptick in its quality of life and visitors remarked on the well-being of the townspeople. This was simply a stepping stone, however, and soon the Hallam gang started moving into the harbor district. They started smuggling, running protection rackets, and doing everything they could to gather some form of debt from every single ship that passed through. They were strong enough that the authorities couldn't stop them without backup but weak enough that the backup was relatively low on the priority list. Which is a shame for everyone involved.
  After running the docks for a few years, Hallam and his gang stormed a military ship coming back from patrol. A small little cruiser, but apparently enough to start what was to come. With what has to be the greatest run of luck since the caveman who tried honey, that little cruiser carried them to plunder and glory. Not to mention a much larger ship sent to apprehend them. It didn't take long for the impromptu pirate crew to amass a significant following. With a whole fleet at their command, they continued to push and push at the authority of Poseidon, not stopping until it cracked, then collapsed. Almost completely.
  Hallam's status as Organic has lead to some issues, even though he's a Drift, as most Ms are unwilling to attempt to take or kill him, due to fear of reprisal.
  Now, Hallam practically runs the planet, making it a haven for anyone willing to work. As long as they aren't too picky about the job they're doing.
