The reason they are corrupt is if they used their full force they could slaughter all the dragons around the world. If this happened they would loose status, power, money, and fame becoming of only folk lore to later generations guaranteeing no future for their families. Therefore they slaughter a certain amount of dragons then hide a certain amount of dragon eggs of the dead dragon in on that is living. Not many know of this except their higher inner circle which majority of their high ranking slayers either accept or die in a dragon “accident” with one of their most evil dragon that they placed under their control somehow
