Harlow Ashcliff

The Gull Bay Harbour master. He is a halfling male, in his 50s. Harlow is totally bald and wears all-weather clothing to suit his job in the harbour. He's often stressed at how overworked he is and so generally quite grumpy. Due to the recent confrontations with the Sahuagin, following exploration of the Tonitru Isles, Harlow has started to form a Coast Guard.
