STORM/FLOOD

A mighty storm is a great threat in a coastal or low-lying area, but an event to be feared anywhere. It can damage buildings and wash away entire neighborhoods. At the very least, a flood shuts down specifi c districts, making them impassible on foot and closing—if not damaging or destroying—all businesses located there. Spreading a warning about an oncoming storm or flood causes crowded streets and evacuations, supply shortages as people stock up, and even violence or riots if supplies run low. This is still preferable to fl ash fl oods, however, which can completely overwhelm a low-lying district in a matter of minutes.
