The Watch

Every urban center has a militia of this variety, whether it’s called the guard, the police, or any number of similar names. The watch is the city’s fi rst level of law enforcement; depending on a city’s morality and resources, its members can range from thugs with badges to well-trained and highly ethical warriors.
