Waterways
The water flows gently out of each cistern, controlled by an adjustable flood gate. The pipes carrying this flow are 18 feet in diameter, and about half-filled with water. The flow rate does not vary too much, because of the adjustable flood gates, though a severe downpour may cause these pipes to flood as well as the rest of the system.
The three pipes spilling into the river all have grates at their outer ends, and again ten feet from the end, with as stout a set of iron bars as a character could ever want to see. These are welded in place. and require more than human strength to bend.
