The Black Market Operative are an illicit organisation with the aim to maintain the Black Market and keep it hidden, yet still profitable.
It is safe to say that the Operative is a power feared by the smugglers and sharlatans of Penchester and the surrounding vicinity.
These temporarily employed messengers, often conveying letters of warning through multiple layers of confidentiality.
Unlike a typical regulatory organs, the Operative will not take direct action against individuals who do not conform to their requests, but will instead use their connections to increase competition, reduce availability of resources or even inform authorities and establish incriminating evidence.

Methods
Being a covert organisation requires the Operative to act in very unorthodox ways, often making use of so-called operatives.These temporarily employed messengers, often conveying letters of warning through multiple layers of confidentiality.

History
Before the regulation of the market by the state and the introduction of economic laws, there was no need for a black market.
During the time of the Gilberthur Wars, when certain goods were rationed, the black market began to emerge and remained uncontested until the founding of the Tightish Empire.
Following the repeated eradications of the black market in 21 EE, 26 EE, 42 EE, 55 EE, 57 EE and 60 EE, the Crown decided it was futille to illegalise the black market, instead formulating the Stronghold Strategy in 67 EE.
This policy allowed the black market to exist under the condition that is was hidden from the public and did not endanger national security.
As a consequence the Black Market Operative were developed covertly, enforcing regulations on the black market to prevent government intervention.
In time this organisation became known as a powerful, even deadly, underground force, strangling vendors out of a living with sheer market influence and rumourmongering.
