Red King’s Court
Every town is overseen by a council that consists of 2-5 members on top of the Town Head. Town Council members are mostly respected members of the town, holy drakkenbloods, military personnel, and merchants. They aren’t necessarily drakkenbloods but as with everything, most of the higher ranks are given to drakkenbloods and possibly hoard members.
Red King’s court is the ruling organ of the Drakken Territories even if all of the territories have their own ruling kings and queens. Red King’s court resides at the Red King’s Castle in the Red King’s Keep. (Yes, there is a theme here. He is a self-obsessed drakken)
Of course, above all else there is the Red King himself. An ancient red drakken who is said to take part in the the battles of the beginning. He rules the court with the two red princes and a group of advisors. In hierarchy, on par with the advisors there are many concubines of the Red King and the red princes.

Lords and Ladies
Those who actually rule the different areas of Haveria. It is a feudal system with ‘noblity’ swearing loyalty to the Red King. They can be highly independent and battle amongst themselves for riches and hoards. The Red King’s Court doesn’t care unless it affects taxation or the current war effort.
Lords and Ladies of Haveria don’t necessarily need to be drakkens or drakkenbloods but it is highly unlikely for a mortal to rise to the ranks.
Advisors for the nobility
Those who actually work for the land and help the lords and ladies with day to day ruling of the areas. This group also consists of decorated military officers and possibly independent but influential members of the society. On this ranking is mostly also the holy drakkenbloods of the temple of Meliora.
Town Council
Free workers and merchants
Mismatched group consisting mostly of mortals. They have hierarchy within themselves. (Rich and poor, family lineages etc.)
Serfs
Those forced to work for the drakkens without a brand of a hoard member. Not necessarily called a slave but the implication is there. They are bound to the positions and land they work. Most of these are workers in the mines, farmers, and servants in large households. It consists of most of the mortals in the south.
Drakken hierarchy is highly intuitive for the drakkens and difficult to understand to the mortals. Their values are different and there aren’t hard lines when it comes to drakkens. Someone who is highly respected one day might lose everything the next. That works also with drakkens.
Hoard Members
They live outside of the hierarchy and only their masters can determine where they fall within the ranks of the rest of mortals.
