Cloudreach

A broad plateau standing at nearly the very northernmost tip of the continent, it stands high above the clouds. Its simple, living stone spires reach even further. The entire city is clustered near the northern edge of the flat scrub and tundra that makes up the entirety of the plateau, a rolling steppe that visitors have to travel the entire length of to reach the city.
The city was raised from the stone via magic, simple and clean on the exterior it hides the multitude of labs and underground network of tunnels that lay between them. This city prides itself on the study of magic and has a large focus on the weather, both manipulation and forcast. The cities governance is split between multiple research "Commissions" that are assembled and voted on every twenty years, each commission has a vote on the research council and any elf with the title of "Arch-mage" can sit on the council as well.
