"The stinging Bite that Rouses the Beast"

The Horse-Fly's are a militant order of monks who live in deep secrecy among the the people of the Azure Federation who first found life as a hermitic monastic tradition in the Kingdom of Clawe who suffered under the tyrannical rule of the royal family. 
The order, after suffering terrible losses, went underground among the populace and over the course of 100 years sowed the seeds of a popular rebellion that overthrew the kingdom and put a democracy in its place. 
Long dispersed, the group has begun infiltrating the rest of the Azure Federation with the express goal of "Rousing the beast" that is the downtrodden people of the kingdoms that make up the alliance. 
They operate in small groups known as "Families" who masquerade in plain site among the populace of the lands, inacting long running plots. The leadership of the Horse Flys have a long view of their activities, noting that the Republic only rose after 100 years of planning and fighting. 
Agents are often born into the organization, being raised in deep cover with their parents before being sent to "School" in secret camps deep in the Clawe Forest to be trained. Those who are unfit or whose loyalties are deemed unclear have their memory wiped at the age of 16 and are given to various invalid care homes to be rehabilitated. 

The Clawe Rebellion
The Royal Family of the Kingdom of Clawe was overthrown in a rebellion that begain 45 years ago, five years after the Troll Wars and ended after ten years, 35 years ago. The Clawe Republic rose soon after. The Horse-Fly's were instrumental in causing this insurrection and their operations have only increased in aggression since this rousing success. Portions of the Clawe Republics government give tacit support to the order and they operate dozens of safe houses and training camps in the Republic.
The Azure Federation The Azure Federation is an alliance of the Southern Kingdoms of Man, a series of human kingdoms that sprang up around the fertile Glernorian Plains and ranges from the Boral Forest in the west, the Clawe Forest in the East and the Veshk Desert to the north.
