The Panopticon

A secretive watchdog that serves to ensure the loyalty of the Azure Federation Army and Navy. They regularly butt heads with the regular units and the leadership of the Azure Federation military considers them a constant thorn in their side.

Power Structures and Punishment
The organization is separated into two distinct groups, the "Eyes" and the "Swords". The Eyes serve as embedded agents within the power structures of the Federation Military, reporting to their superiors regarding any problems, disloyalty or strange happenings. The Swords are small, elite teams that serve as specialist units to deal with insurrection, Morale issues and problems unsuited for regular soldiers either due to scale or expertise.
Members of the Panopticon fall outside of the traditional crime, punishment and hierarchy of the Azure Federation Army, instead being managed by a council of individuals appointed by every nation with the leadership of the council rotating every ten years.
The most high ranking agents are Seven individuals known as the Suite. They have some very specific methods by which their authenticity is confirmed. Each agent in the Suite has a unique coin with a magical pattern that is able to be scanned, this usually suffices for most low level authentications. Whenever they are chosen by their predecessor, a special ritual is used to confer the mantle of the rank upon them, This more intrusive method changes several key aspects of the agents own soul and life force to create a pattern that is hard to find, almost impossible to replicate and a clear way to authenticate their rank. The ritual also removes the memory of the The only indication that the agent has changed is going to be their voice and general body shape, if the change is drastic enough. Most agents use magic to obscure their voice to some degree.
Each agent wears a mask that has other properties that help obscure their presence and also often serves as the main indication of who and what they are to those in the know. Each agent has some specific areas that they focus on but this is more of a tradition rather than a hard rule, many of them investigate and inquire after situations that pique their interest. Agents in the Suite have wide latitude to recruit for the Panopticon and will give recruits a coin minted with their sigil on it to mark them as such. The ranking of the agents in the Suite is entirely flat, neither has any power over another though they traditionally let an agent whose focus is relevant take the lead. 


King The King Agent has traditionally focused on minding the relationships between the various nobles and officers associated with the Federation as well as keeping tabs on different deals and conversations happening between powerful peoples of the federations constitute countries with those in the federation hierarchy. 
They wear a Badger Mask and the current agent is heard speaking in a female voice.
Queen The Queen Agent almost entirely focuses on outside threats, specifically threats that involve nobles from the Azure Federation causing incidents or committing acts that could potentially damage the Federation whether materially or its reputation. 
They wear a Raven Mask and the current agent speaks with a female voice.
Duke The Duke is an Agent who is deeply ingrained in the magical and technological research arms of the Federation Army and Navy as well as those in the Federation at large. 
They wear a Snarling Lion mask and the current agent speaks with a male voice.
Duchess The Duchess is an agent whose sphere overlaps with the Dukes often though their focus is more on the technology outside of the federation. 
This agent wears a Crane Mask and the current agent speaks with a neutral voice that seems impossible to discern gender from.
Marquis The Marquis agent focuses mostly on the strange and monstrous threats that lurk within the federation. Dark and unnatural things are their forte and insuring that those forces and creatures find no foothold in the Federation is of utmost importance to them. 
This agent is identified by a simple Smiling Rat Mask and speaks with a Male voice. 

Marquess The Marquess serves as a watchdog of sorts over the influence of religion while also nailing down any stirrings of darker cults and worship within the Federation. 
This agent has Sleeping Bear Mask and speaks with a female voice.
Jester The Jester is the agent among the Suite who does not have a specific sphere of influence or expertise, instead they mind the other Panopticon agents, specifically the Suite agents. Though no official tally exists, its a well known secret among top agents that more than a few of the Suite agents over the years have been removed and their successor chosen by the Jester. 
They wear a Laughing Fox mask and have a Male Voice
