The Assembly

The Assembly is the governing body of Erras Das, with the term being used to describe both the building which governs the city and the people inside of it. It is a simple, large domed building at the very center of Erras Das. The building has multiple stairways leading into the building, each with a light guard. The copper and stonework that make up the building give it a look that appears perfectly at place within the walking city. The interior itself is largely plain, with the main assembly room having seating for hundreds, all surrounding a central platform that can hold several speakers as well as The Numen.   Any resident of the city that has lived in the city for twenty or more years can become a member of the Assembly, though one member will play the role of the Adjudicator, a position decided by popular vote on a daily basis. Any number of policies or plans can be discussed and proposals can be made by anyone recognized to speak. Once all of the proposals are made, one will be chosen. However, the Assembly itself is a body for discussion, not one for decisions. All decisions are instead made by The Numen.   When the city was originally constructed, it had to traverse the entire landscape of the planet every year without fail. However, Venus can be a dangerous place, with wild jungles, storms, and creatures. It was nearly impossible for somebody to plan a course for the city to take without it running ino at least one danger as there were just too many variables to take in. However, that's when the Atlanteans constructed the Numen, a massive computer system that pilots Erras Das across the landscape. It does not make decisions on its own however, but rather analyzes all data available to it and decides the best course of action. As time has persisted, the Numen’s importance to the city has become more and more vital. Not only does it process the optimal route for Erras Das to take, but it determines all major policies for the city.   Anyone recognized by the Adjudicator can propose a plan during a discussion of an issue. With a roll call vote, the plan is entered into the Numen. Once all plans have been entered into the Numen, it analyzes all of the data and simulates the plans an innumerable amount of times until it chooses what it deems to be the objectively safest and or most profitable plan. Once the results are given, the plans are then put in place and executed without fail.   The Numen itself is a large, solid cube with a single circular display. It appears to be made of solid copper, but the various buttons and keys used to input data are made from a variety of materials. Due to the dependence on the Numen, its safety and protection is the singularly most important thing in Erras Das, surpassing even the Biosphere. Due to fear of it malfunctioning, the Numen has not been opened since its original creation millennia ago. As such, almost nothing is known about its inner workings. While some do want to examine it to learn more about the device, others fear what it breaking may mean for the city, or worse, if someone could manipulate the data of the Numen to gain control of Erras Das.
