The City Center

At the center of the city stands a tall building with a rounded top. It is the only building that stands alone in its own “district” though it is not regarded as such. Ornate carvings cover the exterior of the building depicting scenes of beasts, heroes and gods. Flowers line the courtyard, a sign of opulence in an island city where every ounce of fresh water is to be used carefully. This building is a sign of refinement and status. It is the building that houses the Council of Families.
Each district, save for the Odo district, has a family that has risen to power and has become the de facto leader of that section of the city. Some families have risen and fallen as time has gone on, some even being supplanted by other families. Each one uses their considerable wealth and or influence to push the city in the direction they want it to go, both in terms of policies and decision-making as well as the actual direction that the city floats in.
