Báihu Triads (白虎三合会 bye-hoo sahn-huh-hway)

The White Tiger Triad (白虎, Báihǔ, Lit. "The White Tiger") is a Chinese crime organization with various cells and operations throughout Japan. Though somewhat secretive, they are sometimes considered to have ties to the Chinese Ministry of State Security (MSS). Some of their outposts are embedded in embassies or consulates, with intelligence officers operating under the cover of diplomats, trade officials, or other government positions.   Although the White Tiger Triad distanced itself from the MSS as of 2020, they maintain a Japanese branch led by Wen Liu, also known as "The Cardinal Directions." The group participates in various criminal councils, exerting influence across nearly every sector of the underworld.  

History

  Wen Liu's father, Cheng Liu, established the White Tiger Triad's presence in Japan during the 1970s by taking control of significant portions of Yorichio's underworld. In addition to extorting local businesses for protection money, the Triad specialized in forging passports and travel documents for illegal immigrants. Cheng Liu based their headquarters in a large Chinese restaurant in the city. Initially, the White Tiger Triad had a fierce rivalry with another major criminal organization, the Korean Baipeo-ui kkot, which was the predecessor of today's Geomeun Kkot.   This conflict was largely settled by the early 1990s, when the White Tiger Triad agreed to stay out of the Baipeo-ui kkot’s primary territory in Korea Street. Despite the truce, clashes still occurred. In 1998, a confrontation arose when Cheng discovered that the Ryoga Family was attempting to take over his passport forgery business. As a result, Hidora Kuragari was captured and tortured by the Triad until his Oyabun, Ryugawa Ryoga, managed to rescue him.  

Triad's Structure

  The White Tiger Triad is divided into three distinct groups, each representing one of the four cardinal directions:   The East: Responsible for cyber security, intelligence gathering, and infiltration. Members are often recruited from homeless populations or placed as operatives within homeless communities.
  The South: The assassination branch, tasked with eliminating deserters and other high-risk targets. The South operates directly under Wen Liu, "The West."
  The North: A mysterious group whose members carry out various odd jobs for the Triad. Little is known about their operations, very dangerous and destructive, led by world renowned martial artist.
  The West is the overarching leader of the White Tiger Triad, a rank so high that it transcends the factional structure, serving as the head of the organization.
