Located in Northwest Jezero, it is the home to Gnomes, Goblins, and Goliaths.
Oplata runs on an unspoken caste system, in which the goliaths do all the manual labor, and the gnomes and goblins do everything else. After the re-election of Mayor Bighat in 1186, it became wholly in the pocket of The Devil's Syndicate. In 1187 they are openly running the show.
