Rheseldar
"With this Kiss, I grant you the Power to Rule and the Favor of Our Wrapped Queen of Mists." —The Sworn Kiss
The Kiss of Lies
Rheseldar is one of the gods of the Unspoken Six and perhaps the most infamous of them. She is considered the goddess of power, betrayal, pacts, manipulation, traitors, anarchists, lies, deceit, and the Empress of Devils. Stories of her treachery and her plots stretch across most of Holos and even many other evil deities owe either their powers or their ascent to Rheseldar in some way. It is unclear why she has been the catalyst for so many of these forces, as it is universally agreed that she desires nothing less than to be the sole ruler of the cosmos. Perhaps it is all a part of some grand scheme that has been brewing in her Court of Mists since the Dawn Era, yet no mortal can claim to know her dark plans.

The most famous and feared of these texts are The Sworn Kisses, a series of multiple books written by cultist leaders going back to the Mithril Era. Each differs slightly in their content but they detail the proper ways to commune with and summon devils, warlock spells, rituals for worship, and the broad wishes of each Archdevil and the Empress herself.

Personal history
None know where Rheseldar originated from, but she is believed to be slightly younger than the Heavenly Council. As a young goddess, Rheseldar rose to power and grew obsessed with creating the most powerful race of mortals ever known. In searching the universe for the secrets of this creation she became cruel and so poured that cruelty into her spawn, the devils.
Yet, Rheseldar was not originally considered a foe of the Council until she corrupted the goddess Zaguna and convinced her to murder her mother, Sidduril. She commissioned Zwakhasis to create an ethereal realm that could move throughout the cosmos. This realm, called the Court of Mists, a shadowy realm of smoking towers and fog-filled chambers.
Zaguna fled to the Court following her treachery and pleaded for sanctuary but Rheseldar refused, fearing the other gods would soon destroy her new realm. For this, Zaguna swore eternal vengeance. Rheseldar thought she'd outsmarted all the gods of the Heavenly Council, but upon locking Zaguna within the new Burning Labyrinths, Zwakhasis locked the position of the Court within the structure of the Twin Hells, so that both the demons of Zaguna and the devils of Rheseldar would always be locked in an eternal struggle against one another.
Some claim that Rheseldar is also responsible for helping Deverin gain access to the Grand Vaults of the Celestial Mountains. She also created the yugoloths and gave them to Deverin, with the ultimate hope that they would eventually betray the Hungering Secret. Yet they remain fiercely loyal only to him, for he pays them in magical wealth beyond mortal comprehension.
