Those creature groups that possess the intelligence necessary to create "culture." This is of course, slightly problematic, as many other creatures are capable of creating a kind of culture that does not appear as such to outsiders but never the less, there are splitters and lumpers and I am a lumper in theory and an splitter in practice.
