Northwest Region: The Coyote Association

The lands claimed by the Coyote Association are south of the Wolf territories, and bordered by mountains to the northwest, the plains of the Maize Confederacy to the east, and desert to the south and southwest. The Coyotes live in scattered bands much like their Wolf cousins in the north but feel less of a kinship toward one another and in-fighting is common. An Elders council with representatives from all the larger bands makes pronouncements that are theoretically binding on all Coyotes, but individual Chiefs can be very unpredictable in their deference toward the Elders. Like the Wolves, the Coyote bands also fear raids from Raven slavers, but have the additional concern of bordering part of Vaqueria, where slaves are even more in demand. Coyotes have good relationships with many of the Merchants of Vaqueria, as well as their neighbours in the Hawkeye Nation and the Maize Confederacy. Structure

Individual bands generally select their chiefs based on battle-prowess. Elders from each band are part of a council that comes together when needed, either to plan a war or end an internal dispute. Whether their pronouncements are acted upon depends on whose support they have. The backing of a strong band will often help ensure that the others fall in line.
