South Region: Kadeshi Tribe
The Kadeshi are a tribe of Venusian Dour Elves, based high in the Southern Crescent mountains. Their queen resides in a palace carved out of a mountain peak, and a network of tunnels connects the palace to the Kadeshi villages spread throughout the range, some in valleys, some actually inside a mountain. From these locations, the Kadeshi launch raids into the Spider Jungle and Emerald Forest to their south.
From the north face of the Crescent, Kadeshi scouts watch for Human nomads or merchants trying to cross the desert. They then overtake these Humans on Lamia mounts, the latter having formed a mutually advantageous relationship with the Venusians.

Structure
Individual bands of Kadeshis are free to plunder whom and when they will, but all are expected to give half their booty to the queen. Because so many Venusians simply lie about their hauls in order to avoid paying the tax, the queen has spies inserted into every band and no scruples about making an example of cheaters. The high priestess of Kadesh technically crowns the queen, names her successor, and can even remove a queen from the throne, but to do so would involve a serious struggle as no one comes to the throne without powerful friends behind them.
