Garden of Laws
Overview
The Garden of Laws (He Rajǔhěb̧ B’aw), formerly known as The Hold (He Ěhdechě) when previously under the control of the demons and colloquially called " He Rǐb" (The Prize) among the high ranking hybrids, is the current fortress and palace of the new hybrid kingdom. First built as a small fortress during the early days of demonic civilization, the castle itself and the city around it grew over the millennia into the largest known civilian and military post. Citizens arrived searching for security and work while military members were trained on the northern side of the city and then deployed. Generals and other high ranking officials also had residences inside the castle itself. After the rebellion, the name was changed to reflect how the hybrids intended for the new government to function, as an evolving and growing system of rules and standards for all species to follow. This lofty ideal is still adhered to, although with many varying perspectives on what laws should be 'grown' and how society should be cultivated. While the name speaks only to its official capacity as a lawmaking center, it is also the primary residence of Daervulen Bahrlethier, along with holding secondary housing for visiting heads of the various clans. First- Public
Areas open to the public and lower officials are located on the first floor. These include audience rooms for conducting mundane, day to day business between citizenry and the government, museum spaces, indoor and outdoor gardens, ballrooms, a branch of the national library (the main collection is housed elsewhere), and a vast display of wealth and might in the form of art and military relics. Under the hybrids, more of the first floor was made public, particularly the gardens and library, to encourage citizens to feel as though they are welcome within the government, to an extent. A finely decorated throne room is also located on this floor, where public holidays and other events that necessitate the head of state's presence are held. This is a holdover from the demonic monarchy. There has been much debate over removing the throne entirely. While some see it as a necessary symbol of power, others consider it too close to kingship.Second- Military
Most military operations take place on the second floor. From every day necessities to keep the military running to meetings of low to mid-high officers. Offices are designated by rank and sized accordingly. Those of the highest rank are closest to the next floor up as they are often speaking to civilian government officials. Caches of weapons are also stored in hidden compartments throughout the floor in case of invasion.Third- Government
The main meeting hall for civilian government is located on the third floor. This includes a large semi-circular room that takes up most of the floor. Representatives sit along the curved portion on several levels of raised chairs, divided by clan and species. The 'flat' side of the room is taken by two long tables where the hybrid heads of elven clans sit. Between the tables, at the middle of the wall, is the raised throne, several steps above the ground, where the current head of state sits during meetings.Fourth- Residences
Clan heads, generals, and a few other high members of society have suites on the fourth floor. Each is decorated according to their tastes and guarded by regular patrols.Fifth- High Residence
At the top of the Garden of Laws is the private residence of Daervulen Bahrlethier, the current luzhasvumekt. He keeps the area very private and rarely allows others inside. The floor is structed to allow one obvious route in or out, although he has constructed many such routes. Upon first arriving, any guests honored with an invitation are greeted by a sitting room with windows on three sides that look out over the city. Soft couches and an ornate dining table are used for relaxation and informal meals. The next room contains several pieces of art, including paintings, sculptures, tapestries, and other items favored by Daervelen. Third is a smaller dining room with an intimate table made for seating three at most and mostly used for singular dining when he prefers to eat alone. Being invited to this inner dining room is considered the highest honor for guests. Lastly, the bedroom is a fortress unto itself along with a place of rest. After the war, Daervulen never lost his hypervigilance and constructed the door and room with several locks and traps to allow him to sleep. However, very few know about this as the mechanics are hidden by ornate decoration and opulence.

Ahoy! The idea that the name garden of law represents the idea of laws changing, growing and adapting is quite a poetic one, I like it :) Wonderful detail on the interior of the fortress/palace. I wonder how difficult it must be to keep it safe, and if there are any treasures to be found there...
