Mount Kennerin Prison

While the world is many times more peaceful than it was before now that the king has sequestered away all of the worst of the Armaments in that vault of his he still has to put people somewhere too. And so comes in the great prison of Mount Kennerin. An especially powerful earth moving Armament was useed to hollow out a large chunk of one of the sides of the mountain. They did it slowly while creating buildings and pillars on the inside to support and then made a big wall supported by a field creating Armament to keep everything and everyone on the inside.
The prison contains all the necessities you would need for a long period of confinement. Recreational facilities, with games and equipment for keeping healthy, daily meals, there's a church, there's even shows every now and then. Doesn't sound like much of a punishment if we're being honest here, but this is for a place where the worst troublemakers are kept and kept as distracted as possible so they don't cause the king or the world anymore problems. They kept building deeper and deeper into the mountain and they made several half rings seperated by more walls in between each one.
Despite the luxury there are always those who won't stop trying to escape or instigate and the prison guard are some of the best around. All given Armaments of power, and all themed around those Tarot cards that the fortune tellers use. They won't hesitate to put down riots or escape attempts with the harshest of predjudice. I know of a few on the outer ring like The Sun who can burn a person to ash in seconds, or those around the church like The Heirophant who can heal someone as fast as they can take them out.
They say the more dangerous criminals and the stronger guards are kept in the more inner rings. As you go deeper into the mountain things get worse and worse. That seems to make sense as there are less normal people and more guards as you go deeper, or so I've heard. But then what of the center? I've heard tale there are only guards there. Is that where they reside normally? Are the guards and the criminals one and the same? Or is there something else at the deepest point of the prison that the best of them are still guarding?
