Foxdale Concords of 294 OA

The Foxdale Concord was an agreement between the Fox family and a collection of regional guilds. In exchange for clearing the massive debts Gavyn Fox accumulated over the past decade, he transferred ownership of the Free City of Foxdale to the guids. Additionally, it set up term of how power would be divided among the four guilds that would end up owning the city.
 

Background

Begining in 283 OA, a series of rebellions swept through the Kingdom of Ocila. In a bid to support the King, Lord Gavyn Fox paid large sums of money to train soldiers and hire the mercenary company known as the Fist of Tempus. The rebellions concluded after King Tolren was assassinated in 286 OA by Foxdelian separatists and his son, Marcus III, took the throne and crushed the last pockets of strife. While the civil war had ended, Marcus declared war on The Storm Fort and the Amethyst Trade Bloc who had funded the separatists and assassination. The War of Retribution, as it became known, lasted from 287 until 291 OA and resulted in the collapse of Ocila and the death of Marcus during the Battle of Fairise Plains. Lord Gavyn was ssddled with an enourmous personal debt and, with the economy and region as a whole in shambles, had no clear way to pay it off. In 293 OA he approached the Fist of Tempus, Foxdale Bankers and Financiers Association and Union of Shipwrights. In early 294 OA, the Amethyst Trade Bloc approached with an offer to pay off the remainder of the debt the previous guilds were not willing to take on. All parties accepted and later that year, it was ratified by all parties.
 

Terms

Sales of Foxdale

In exchange for clearing Lord Gavyn's debts owned by the Fist of Tempus, the Foxdale Bankers and Financiers Association, and the Union of Shipwrights, the Fox family would, in perpetuity, transfer partial ownership of Foxdale to these organization. For the sum coin equal to the remainder of Gavyn's debt, the Fox family would transfer, also in perpetuity, the remaining portion of the city to the Amethyst Trade Block. Additionally, Gavyn would surrender his claim to the Stormfort, the ownership of which would be handled by the new owners of the city at a later date. The Foxes would be allowed to keep their remaining soldiers, though they would be reorganized as the town guard. Both the Foxes and the guards would serve the new owners.
 

New Government

Control of the city would be divided into ten equal council seat, which would become known as the High Council of Foxdale. Each of the guilds would receive a number of seat roughly equivalent to their contribution to wiping Gavyn's debt. The Amethyst Trade Bloc would receive four seats, the Fist of Tempus two, and the Foxdale Bankers and Financiers Association and Union of Shipwrights two each.
