Summersrest

There are few places in Illica with a busier market than Summersrest. Much in the spirit of the Belaklaran plutocracy, the town is entirely defined by its shops and merchants. The locals live sequestered to the west, as new travelers and salespeople dominate the center of town every week. Staying in Summersrest can be a bureaucratic nightmare; it is best to merely visit a place like this, not try to stake your claim in the uncaring economy.
Underneath the city lies dark secrets, a section of town responsible for the majority of the labor. The Undercity is composed of workers who have never seen the sun, and the local investors (who run the law as well) make sure they stay in ignorance so those above ground can thrive. It is a cruel system, but it certainly brings in more wealth than many care to argue with. If the common citizens of Summersrest ever saw the realities of this system, however, a revolt could be just around the corner.
