Artha

Tamer of the Black Dragon

Artha is a beautiful female illusionist whose face is scarred on one side. She demands tribute from Dill Kwintter with the threat of attack. She appears in the clouds and speaks her demands.
When the party struck a deal to defend Kwinter's Ranch from Artha's threats, she attacked the party with a cadre of flying monkeys and two black dragons at her command. During the battle, her visage was in the clouds, but her physical persona never materialized.
