The Elzar family is one of the lesser ruling houses of the Silver Clan Confederacy. It is led by Toktamish, who rules as the Margrave of Lowdown Island, a once vital strategic outpost on the frontier of Silver Clan territory. Toktamish reigns as sole autocrat of Lowdown. He has driven his sons away and retains a feeble court of quisling sycophants and flatterers: a fitting council to match Toktamish's crude intellect and temperament.

Toktamish is an arrogant, self-important boob. His success in rising above the rest of his clan had nothing to do with talent (or even legitimate birth). He was lucky in the last silver rush and used his personal wealth to hire Tabazan mercenaries to usurp control of Lowdown Island and the Elzar Clan from his uncle, Kwaja. Seeming to lack any sense of self-awareness, Toktamish regards the murder of his uncle to be a valiant act of liberation and feels compelled to brag about this and his other dubious achievements whenever he has an opportunity.
