Incident Report 1875: Flashing Lights

Overview

Over the last few months, there have been a number of incidents where citizens have called in complaining of lights flashing outside their homes. When a watchmen arrives, no flashing lights have been found. The first few were dismissed as drunken ramblings or nightmares, but as more and more citizens reported the flashing lights, we have upped the number of patrols at nights, especially around the mayor's and other influential citizens' homes.
Here is a list of flashing lights incidents before investigating began:

• Indala 4th - Miner's Guild District - Overnight Shift
• Indala 7th - Miner's Guild District - Overnight Shift - Note was made that the flashing lights were reported by a low level priestess of the Temple of the Gale
• Indala 23rd - Pirate Guild District - Overnight Shift - outside the city walls
• Indala 26th - Pirate Guild District - Overnight Shift - outside the city walls
• Indala 33rd - City Watch District - Evening Shift - outside the city walls
• Indala 38th - City Watch District - Evening Shift - drunk screaming outside the pub about the flashing light
• Candra 2nd - City Watch District - Overnight Shift
• Candra 5th - Town Hall District - Evening Shift - outside the city walls - City Watchmen on the Eastern Walls noted that they saw flashing lights in ruins outside the city
• Candra 8th - Town Hall District - Evening Shift - outside the city walls - City Watchmen on the Eastern Walls noted that they saw flashing lights in ruins outside the city
• Candra 13th - Town Hall District - Evening Shift - outside the city walls - City Watchmen on the Eastern Walls noted that they saw flashing lights in ruins outside the city
• Candra 14th - Town Hall District - Evening Shift - outside the city walls - City Watchmen on the Eastern Walls noted that they saw flashing lights in ruins outside the city
• Candra 16th - Town Hall District - Evening Shift - outside the city walls - City Watchmen on the Eastern Walls noted that they saw flashing lights in ruins outside the city

City Watchmen don't investigate incidents outside the city walls unless they directly relate to something happening inside the city walls.

The incident that started the investigation:

On Candra 25th, Mayor Augusta Morden hosted a dinner party for her top employees to begin the planning of the yearly birthday celebration of our Pirate Queen Telarus, The Bewitching. 30 minutes into dinner, about 19:30, a maid ran into the dining hall ranting about flashing lights in the street. Everyone at the dinner party ran to the front of the mayor's home to see the lights. They all attest that they flashed for about 8-10 minutes. Several gentlemen at the party tried to find the source of the light, but everytime they would get close to the lights, the lights seem to move away. The mayor call for the City Watch, but by the time a Watchman arrived, the lights had disappeared.
