Kamba
Kamba is for outlaws, criminals and those banished from their homes. Everyone comes here for relaxation, pleasure, information or access to illicit substances. I know for a fact that the king of the Eledhrim once passed though these streets. That was a long time ago, well before my time. We keep records, I just had them organized.
It took a decade, but I got this city under a level of control. At least it's better for the working girls and boys. And there're fewer fights about stole cargo. This is a city of depravity and worldly enjoyment but might as well keep the death toll to a minimum.
Keep the city somewhat held together, keep the murders to a low and make sure all the boys and girls are well fed with homes. It's what I do.
Don't come to cause trouble. I personally will make sure you regret it before you die.
Xolani Afolayan
Demographics
The city is a madhouse where anyone from any walk of life is welcome. You'll find Men, Elves, Dwarves, Pupuhi'atu, Orcs, just about everyone is represented, except the men of the Coruscaren Empire. They don't like us, and we don't like them, so we keep them out. If they try to come into the city, we rally our tiny navy and chase them off. They have better ships but we're just smarter.
Government
There's very little in the way of government. That's why the city has the nickname 'The Lawless City'. What control we have in this city is thanks to Xolani Afolayan and his little sister, Danai. Xolani is a skilled earth mage, easily manipulating the ground around himself to help reestablish order. He wrangled together a small army, gained the trust of the brothel masters and madams and established a presence around the docks, protecting the warehouses of goods. He takes a cut of the profits for his and his men's efforts and the outlaws, criminals, pirates and mercenaries who pass though know to behave themselves, to an extent, or lose their safe harbor.
Defences
There are quite a few different types of defenses in the city. The port itself is difficult to enter, which makes it fairly easy to defend. There are fortifications that house a couple watchmen, usually a handful of Water mages who can keep the issues at bad and someone to ring the alert bell. They also have access to equipment that no one else has, thanks in large part to a couple pirates that Xolani has agreements with. Those pirates have brought in Coruscaren weapons, such as gunpowder weapons, which they take apart, figure out and craft their own versions of.
Infrastructure
The infrastructure is a bit of a mess. This massive, unruly city is a mess of winding roads, rickety bridges, loud bars and brothels and a massive amount of criminal activity. The shipyards are a bit more organized and quite large, capable of housing nearly seventy ships and the contents of their cargo holds. Even with the chaos, there are full maps of the city available, if you know the right person to talk to. If you don't know, Xolani might be willing to point you in the right direction, for a price.
Assets
Goods, both legal and illicit, gemstones and coins, foodstuffs and medicines, just about everything passes though the city's ports.
Guilds and Factions
The city is nothing but factions, backstabbing and treachery. Yet it's still standing, making a profit and has a functional army that manages to keep faction conflicts from breaking out.
Geography
The city is set on a fair-sized island, nestled in the center of an archipelago. The weather is always hot and humid. Outside the city, the landscape is beautiful. It's a bit uneven, as the island is a dead volcano, which can make walking about the city a bit difficult with its sloping streets.
Natural Resources
There are fields for some foodstuffs, usually exotic ones. Coconuts are a staple as are pineapples and cacao. These are sold to the 'merchants' to help with their covers as such and help generate a profit.
